It is each delegate’s responsibility to investigate visa requirements for Rwanda and apply for a visa either before departure or upon arrival. There is no automatic entitlement to a visitor visa for Rwanda.
Nationals of all countries are eligible to apply for a visitor visa online before their travel or obtain a visa upon arrival at Kigali International Airport and all land borders without prior application. To avoid any last-minute challenges, we advise delegates to apply online before travelling via the Rwanda government portal, Irembo.

Rwanda visa length, requirements and fees vary according to nationality. Visa fees are waived for:

Citizens of countries that are members of the following international organizations, who receive a visa valid for 30 days upon arrival: African Union, Commonwealth and La Francophonie

Citizens of East African Community Member States, who are issued a pass/entry visa to stay for six months upon arrival

Citizens of the following countries, who are granted a visa valid for 90 days upon arrival: Angola, Benin, Central African Republic, Chad, Cote d’Ivoire, Democratic Republic of Congo, The Federation of Saint Christopher and Nevis, Ghana, Guinea, Indonesia, Haiti, Mauritius, Philippines, Senegal, Seychelles, Sierra Leone, Sao Tome and Principe, Singapore and the State of Qatar
Please be aware that:

Citizens of all countries that do not have their visa fees waived are able to receive a visa upon arrival without prior application. They also have the option of submitting an application online or at the Rwanda Diplomatic Missions of their country of residence before departure. Those applying online have the option to pay either online or upon arrival. No single affiliated agent is authorized to apply for a visa on your behalf. Such agents may mislead you and charge more than the required visa fees. To apply online prior to your travel, please visit the Rwanda government portal, Irembo. The visa processing time is approximately seven days.
Delegates who do not have their visa fees waived can apply for a visa relevant to conferences, titled “V5-Conference and meetings”:

This visa is issued to a foreigner who intends to enter Rwanda for conferences, meetings, workshops or any related activity.

This visa is issued upon arrival at the border post, online, at the Directorate General, at the office of a diplomatic mission of Rwanda in the applicant’s country of residence, or at any other place as may be determined by the Directorate General.

Applicants need to provide a genuine acceptable travel document (such as a passport) that is valid for at least six months from the return date.

The visa fee is set at USD 50 for nationals of countries that do not have the visa fees waived, as described above.

This is a single-entry visa, and on this visa, it is not permitted to work in Rwanda.

The visa is valid for 30 days.
Please consider the following general information for all applicants seeking to visit Rwanda on a visitor visa (including “V5-Conference and meetings”):

Travel document: An applicant should hold a genuine acceptable travel document (such as a passport) that is valid for at least six months from the return date.

Health requirements: A yellow fever vaccination certificate may be required at the border (please find further information on this below under health-related measures). In the event of a major disease outbreak, specific requirements that concern international travellers could be put in place.

Visa fees: If an applicant has paid a visa fee and the application is denied or is withdrawn by the applicant, there will be no refund of the visa fee.
- Financial requirements: An applicant must have sufficient funds to cover the costs of their entire stay in Rwanda. There may be a request for applicants to provide evidence for such funds either online, at the relevant Rwandan Foreign Mission or at the entry point.
Health-related measures in Rwanda
Besides the general entry requirements for visitors to Rwanda, please be aware that the Rwanda Ministry of Health has implemented yellow fever prevention measures for international travellers:

If you are travelling from a yellow fever non-endemic country and without an active transmission outbreak of yellow fever, you are not required to provide a yellow fever vaccination certificate upon entering Rwanda.

If you are travelling from a yellow fever endemic country or any country with an active yellow fever transmission outbreak, it is mandatory to provide a yellow fever vaccination certificate. Please ensure that you receive the yellow fever vaccine at least 10 days before travelling.

If you are travelling from an active yellow fever transmission outbreak country or have visited one in the previous 24 days, a separate set of measures applies. Please refer to the yellow fever prevention measures for more information.
Since the list of countries is subject to change at any time, we recommend that you consult both the Rwanda Biomedical Centre and the World Health Organization (you can find its list of countries with risk of yellow fever transmission and countries requiring proof of vaccination against yellow fever here).
Recent public health measures have been implemented in response to an outbreak of Marburg Virus Disease in the country. Rwanda has taken swift and proactive steps to contain the situation. The International AIDS Society is closely monitoring the outbreak and will continue to provide updates as necessary.

Does the IAS provide any form of support in the visa application process?
Fully registered delegates can obtain a letter of invitation from the IAS to support their visa application.
How do I obtain a letter of invitation?
To receive a letter of invitation for IAS 2025, delegates, accompanying persons under the age of 18 and students/postdocs/young persons must first register for IAS 2025, pay in full and submit any required supporting documentation. Fully registered delegates can then download a letter of invitation directly from their conference account.
Please complete the following steps to download the letter of invitation for IAS 2025:
- Log in to your conference account at this link: https://profile.ias2025.org/.
- Click on your name at the top right and select “user account”.
- Update your passport information.
- Then, under the registration tab, you will be able to click on the button to generate a letter of invitation, which you will receive via email.
It is important to note that this letter of invitation does not impose any financial obligations on the IAS. All costs associated with participating in the conference are the sole responsibility of the delegate. Furthermore, the letter of invitation does not guarantee the issuance of a visa for entry into Rwanda.
If you have submitted a scholarship application, please do not register for the conference separately. If your application is successful, the IAS will contact you and instruct you on how to register and receive an award and letter of invitation by early April 2025.
What if my visa application is unsuccessful?
Please be aware that the Rwanda Directorate General of Immigration and Emigration retains exclusive authority over the visa approval process, and the IAS is unable to offer additional support in the event of a visa denial. Please note that obtaining a visa or qualifying for a waived visa fee does not guarantee entry into Rwanda as all travellers may be subject to standard security screenings upon arrival.
