Tuuli’s background spans parliamentary and government affairs, resource mobilization and global health partnerships. Before joining the IAS, Tuuli worked at Gavi, the Vaccine Alliance, on private and public sector partnerships and advocacy efforts to engage donors in COVAX to deploy vaccines to low- and middle-income countries. From 2011 to 2019, Tuuli worked for European Union institutions as a policy officer and her own native Estonian government and parliament as a liaison officer.

Tuuli holds a Master of Science in Global Health from the University of Geneva and a Master of Arts in International Relations and Law from King’s College London. She received her Bachelor of Arts in European Studies from the University of London.
