Situation of HIV/AIDS and human rights in prisoners: 4 case studies: Brazil, Colombia, Uruguay and Venezuela

Issues: to talk about the situation of prisons in Latin America is very difficult. The conditions inside the prisons block any attempt to even investigate. At the same time, those conditions directly relate to the obstruction of any HIV prevention efforts and facilitate the spread of the disease.
Description the reports from the 4countries reflect a similar reality: very slow judicial systems, lack of trained personnel, lack of rehabilitation programs, deficient medical services, sexual violence, intravenous drug use, etc. These factors collude in the spread of the epidemic. These reports are based on a common methodology: research of public and official documents and interviews with governmental authorities and members of the civil society. Also, prisoners and ex-prisoners were interviewed
Lessons learned: Given the fact that the realities are very similar, there is a need to cooperate in the formulation of policies in this area. The reports reflect a dangerous situation, but we, as community groups, cannot allow ourselves to believe that intervention and solutions are impossible to reach. Community groups need to understand the problems and the reality and work around them, with the tools available.
Recommendations: It is important to understand that the best framework to fight against HIV/AIDS is the human rights framework, which exists in every country. The improvements in the situation of prisoners will have repercussions inside and outside the prisons, benefiting society as a whole.
