Issues: HIV/AIDS-related stigma and discrimination are recognized as serious obstacles.More then two decades have been passed since the beginning of the AIDS epidemic and PLW HIV/AIDS continue suffering from discrimination and stigma. The ways in which these treatments are manifested have changed. In Pakistan, despite improvements in some areas, stigmatizing attitudes, individual discrimination, and systemic discrimination continue to occur. Without a comprehensive plan of action, it is difficult to focus efforts to reduce stigma and discrimination, obtain needed resources, and evaluate outcomes.
Description: The Pakistani NGO FOREHEAD Foundation has developed a plan of action to guide efforts to reduce HIV/AIDS-related stigma and discrimination in Pakistan. The plan identifies goals and actions in the areas of public acceptance, community-based programs, legal assistance, health services, employment, income security, education, immigration, international collaboration, and research. The process of developing the plan included a review of recent literature, focused consultation with community and national organizations, and wide dissemination of a draft plan for comments. The implementation of the plan will require increased and sustained funding, efforts tailored to or directed by diverse populations, and mobilization at the local, regional, and national levels.
Lessons learned: Stigma and Discrimination can be a real barrier to access the social services. The challenge is to put in place funding, programs, and tools that will support local, regional, and national action involving different populations and many sectors over an extended period of time.
Recommendations: Long-term and short-term programs of action, with focused attention on the needs of diverse populations at the local, regional, and national level, is needed to guide and evaluate efforts to reduce stigma and discrimination in the context of the HIV/AIDS epidemic. Strategies involving people living with HIV/AIDS should be developed to promote prevention and halt stigma and discrimination.
