Abstract
Advocacy with candidates for provincial gouverment to get a better HIV/AIDS program

Issues: Puebla is the fourth province with the largest HIV/AIDS incidence within Mexico but unfortunely the local goverment hasn´t pay enough attention to the epidemy and the number of people getting infected remain the same since the last two decades. Before the elections to chose the governor in November 14th 2004 the Task Force to prevent HIV/AIDS among gay men and MSM´s -where 6 local NGO´s participate- made an action plan in order to get a compromise from the strongest political parties´ candidates about talking in HIV/AIDS issues during the campaigns and, in case to win, to give a bigger importance and money to the health programs.
Description: Many meetings were held between the Task Force and candidates in order to present our requests. Some candidates showed a very good disposition to talk openly about HIV/AIDS as a political tool for them. The media played a very important role.
Lessons learned: As a result of the advocacy, the candidates talked about HIV/AIDS as an important issue in their campaigns and the winner payed more attention in the provincial health program to stop the infection asking for more money to the local parlament. The media published several articles about HIV/AIDS during the three months before the elections and was also good to send messages to the society about the neccesity of prevention as the most important tool against it.
Recommendations: Is very important to be impartial to keep the trusting from all the politicians and the people; is neccesary to elaborate the action plan with enough time ahead before the elections in order to ensure the availability of the candidates; is good to have a media strategy at the same time to push the candidate to act; making alliances with scientist, journalists and public people is very important to put more strenght in our voices.
