Abstract
HIV/AIDS intervention in the uniformed services

Issues: Armed Forces Research Institute of Medical Sciences (AFRIMS) -Thai component has developed a strategic plan and started to implement a pilot HIV/AIDS behavior change interventions project among RTA personnel in Kanjanaburi province located along the Thai-Myanmar border with technical guidance and funding support from FHI.This program is based on the findings from a rapid assessment last year.
Description: The intervention aims to raise awareness about HIV/AIDS as well as safer sex practices by applying a peer leadership program with a military-to-military education principle.Based on the baseline data from a Behavior Surveillance Survey (BSS),the activities are focused on training peer leader trainers (PLTs),who in turn train peer leaders (PLs) in order to facilitate discussion on HIV/AIDS/STI - related behavior among their peers.Several MoPH educational materails and the HIV/AIDS awareness cards from UNAIDS are currently distributed,while cartoon booklets,reflecting target audience profiles also developed, pre-tested and disseminated in line with the BCC strategy. With collaboration with PSI,condom vending machines are being installed inside the military units in order to increase access to and use of condoms.Promotion campaigns have been organized for world AIDS Day and sports events at the regiment and division level after a number of condom outlets have been increased. A monitoring and evaluation system includes monthly monitoring visits and regular management meetings throughout the first phase of the project. An annual qualitative monitoring assessment was conducted.
Lessons learned: The project received positive remarks for the peer leadership program activities, while a stronger policy commitment and advocacy from high-ranking officers should be promoted.It is also suggested that IEC materails should have more illustrations.
Recommendations: A training currriculum on life skills was developed and modified to fitwith the military way of life and culture while Voluntary Counseling and Testing (VCT) training was conducted for medical staff of military hospitals in the target area.
