Abstract
Pacific solutions to HIV related data management and CRIS: a multi-country discussion

Issues: The tiny Pacific Island countries are included in the Asia-Pacific region for reporting and administrative purposes; however, Pacific nations are demographically, culturally, politically and economically very diverse to their Asian neighbours. The field application of the Country Response Information System (CRIS) in the Pacific sub-region, with small populations and concentrated/low-prevalence epidemics, has proven to be a significant challenge for monitoring indicator effectiveness.
Description: CRIS initially was designed for countries with larger populations, such as those in Asia, with increased monitoring and evaluation capacity, and during the 2006 UNGASS reporting process in the Pacific sub-region; CRIS was modified to address the unique needs of small island developing states. One UNAIDS country office in Fiji is responsible for 14 Pacific countries, with 10 of those nations being UNGASS DoC signatories, posing significant challenges to data management and trend analysis at both a country and national level without a functional sub-regional database.
Lessons learned: A sub-regional CRIS database was developed to address the unique needs of the Pacific sub-region, with data from individual countries driving the implementation of CRIS and CRIS impacting country level data collection and management. This presentation will endeavor to address the challenges and successes of the practical management and analysis of indicators at a sub-regional level, such as the National Composite Policy Index, using CRIS.
Recommendations: The development of a comprehensive data management plan for the Pacific sub-region is currently in progress and CRIS will be piloted in Fiji in 2006 to assess the capacity of a Pacific country to incorporate CRIS into their current M&E system. The presentation will attempt to address the most recent progress on the practical application of CRIS as a tool for the assessment of policy development and effectiveness in the Pacific sub-region.
