Abstract
Application of simulation models to forge public private partnerships and support policy evaluation in the fight against HIV/AIDS

Issues: Public and private sector leaders face complex issues in addressing the epidemic. Understanding how partnerships work, the extent to which prevention and treatment programs alter the epidemiology of the disease, and the potential future impacts of the epidemic are key to evaluating competing public health initiatives.
Description: Booz Allen in conjunction with the Global Business Coalition and Confederation of Indian Industry developed an innovative approach for The AIDS Epidemic in India: A Strategic Simulation, capturing the complex interdependencies driving the epidemic and its economic consequences. Guiding this approach was an analytic framework which leveraged epidemiological and economic modeling with interactive simulation.
Lessons learned: Critical success factors emerged for national HIV/AIDS strategies: 1) Leadership: A strong public stance on HIV/AIDS lays the groundwork for broad participation across all sectors, and addresses barriers such as stigma and discrimination; 2) Prevention, Testing, Care Continuum: the elements of a comprehensive HIV response are interdependent and part of a continuum. Interventions rely on social, cultural and economic infrastructure of a community; 3) Collaborative Partnerships: Partnerships occur at all levels, within or between sectors. Ownership of issues and constituencies is critical; 4) Results-Based Funding: Prioritization must consider HIV/AIDS programs, and competing business costs, disease and development issues. In finding linkages and balancing trade offs across these areas, teams halved the projected prevalence and mortality rates, and exceeded the goals of India's National AIDS Control Organization.
Recommendations: Integrated HIV/AIDS models can be used to assist evaluation of policy options by national public and private sector leaders and assess the associated trade offs. The simulation has lead to direct action and can be applied to other countries.
