Abstract
Promoting sustainable livelihood programming for people affected and infected with HIV/AIDS clients in The AIDS Support Organisation (TASO) in Mbale, Uganda

Issues: Since 2001, TASO has been providing food to very needy food insecure families affected by HIV/AIDS. Food aid in the short run improved the nutrition status of many clients and their families and needy orphans. However, it was noted that giving food aid was not a solution to the very needy TASO clients and their families who are living in absolute poverty. It’s not sustainable since the system does not empower the beneficiaries to be self-reliant. It escalated the dependency syndrome of clients on TASO services. Description: TASO Mbale is implementing a holistic package of services in addition to medical and counselling services, which includes Food security & improved Nutrition – Sustainable agricultural practices, post harvest handling, Improved home hygiene, Income generation and economic empowerment, Energy saving technologies, Clients groups capacity building. This approach focuses on reducing dependency and fostering self reliance through practical, acceptable, affordable, sustainable way of life and conditions around a client, highlighting how to overcome challenges in life, beneficiary involvement in deciding interventions plus self driven empowerment. TASO is doing this by building on coping mechanisms, strengths and opportunities that the clients already have for sustainability, through partnerships with other organisations to offer additional capacity and skills building of clients. Lessons learnt: Meaningful development builds on people’s potential and their strengths. Involvement People Living With HIV/AIDS fosters self-reliance and sustainability. Sustainable livelihood programming leads to empowerment of PLWAs. Recommendations: There is need to embrace a sustainable livelihood programming approach while emphasising a holistic approach. Partnerships with other organisations to offer additional capacity building. Need for exchange visits among clients groups for experience sharing.
