Abstract
Greater involvement by the infected

Issue: At 1994 Paris Aids, 42 National Government declared that principal of involvement at all levels of economic, legal and social issue was critical. GIPA (in short), what does it mean to PLWHA, national and international community? Could it be used as tool to mobilization PLWHA. Why has G.I.P.A remained on a paper on shelves like many other resolution? What is its limitations? In responding to the questions, ANNEA (Aids NGO Network of East Africa) held 10days workshop for 25 PLWHA to discuss, analyse and review the achievements and failures of G.I.P.A. The venue was Arusha, Tanzania Eland Hotel. Countries that were presented: Kenya, Uganda, Tanzania, Rwanda, Burundi, Sudan, and Eritrea. Project: 25 participants in ration of 18:12, men & women respectively. Ages differences 22-47yrs. 7/25 participants were already public activists. The participants were to share personal and country experience thus to build confidence & understand among ourselves. G.I.P.A. was discussed at length & a consensus among participants reached. The declaration had not made any difference, but all agreed carried out well has a member of advantages to PLWHA and governments and communities. (In presenting the paper I will explain how people reached consensus) Limitations: Lack of clear policy as regards PLWHA involvement. Lack of enabling and supportive environment to PLWHA in organizations. Lack of proper skills and preparedness on part of PLWHA. Difficulty in PLWHA acknowledging HIV/AIDS status publicity to stigma Lessons learnt PLWHA should accommodate each other in all circumstances without reservations. Network on part of PLWHA with each other, national and regionally Be public in big numbers. Sacrifice for a common case should be a goal for PLWHA. Be role model, build capacities for empowerment, and be assertive when given chance.
