Abstract
Mainstreaming HIV/AIDS prevention in development programmes, projects and institutions

Issues:
HIV/AIDS prevention is perceived simply as the responsibility of the "migrant labourers, substance users and commercial sex workers". People in the development agencies still need to break the barriers that associate HIV/AIDS threat in this context.
Description:
Swiss Agency for Development and Cooperation (SDC) in Nepal has been supporting development cooperation for the last 40 years in Nepal. It was the pioneer in HIV/AIDS education in Nepal. Its started in 1992, when there were no institutions or people qualified to address HIV/AIDS prevention and care. Nepal was just coming out as a democratic country, there was so much development to do, and certainly not HIV/AIDS! SDC in Nepal started with sensitisation and information workshops with high level experts and gradually it was able to encourage a group of committed Nepali people who got interested to acquire knowledge of tools and methodologies for HIV/AIDS education. SDC has continued to encourage all development projects and programmes financed by SDC in Nepal and its implementing partners to provide resources (money, human resources, time, etc.) and space (project location, user group forums, meetings, construction sites, etc. )for integration of HIV/AIDS prevention into their regular project or programme works. The objective of this approach was to educate and sensitise all stakeholders of the programme.
Lessons Learned:
Ten years in the mainstreaming approach and SDC in Nepal has experienced a changed context now. The need of mainstreaming HIV/AIDS prevention is felt now by the institutions which are in place at the government level and SDC Nepal stands at an advantaged position to share experiences from its commitment.
Recommendations:
Continue the mainstreaming approach across all sectors of development. Spare no one for HIV/AIDS education.
