Target Population: Drug users and/or people living with HIV .

Objective: Provide free juridical assistance to drug users and people living with HIV to assure their human and civil rights.

Description: IEPAS is a NGO with a traditional insertion in the IDU civil movement in Brazil and since May of 2001, through a branch of lawyers, is providing assistance under request to avoid discrimination against drug users.

Methodology: IEPAS hired a team of lawyers committed with the rights of drug users in partnership with some of the municipalities of the Santos Metropolitan Region in the State of Sao Paulo, Brazil. They have been working in assistance of the needs of the target population and in the last 6 months have provided judicial support for over 50 drug users. Since then we are directing drug users for their rights such as: health care, social care, and civil, criminal and human sues by local courts.

Contextualization: in a society very tough in relation to criminalization of drug users behavior, this process is being very successful and is being pioner in Brazil and Latin America. The individual sues are part of a collective process of the defense of drug users rights.

Conclusion: By the enormous volume of this project so far, looks that this strategy is being very important in the Brazilian movement for advocacy of drug users rights and also helpful in the movement against criminalization.
